First Responder Training The U.S. Department of Energy National
Nuclear Security Administration's Nevada Test Site is designated by the
U.S. Department of Homeland Security as the National Center for
Combating Terrorism for responder preparation.
The Nevada Test Site’s technical strengths and scientific
infrastructure make it an important part of a global network of
multi-user training, test, evaluation, and demonstration locations used
in the war against terrorism. Training our nation's weapons of mass
destruction responders in a realistic weapons of mass destruction
operational environment is critical to prepare responders both
physically and psychologically for such an incident.
The Combating Terrorism program offers the following courses to
emergency responders at the federal, state and local levels:

Counter Terrorism Operations Support (CTOS)
In June 1998, the U.S. Department of Energy (DOE) National Nuclear
Security Administration’s Nevada Test Site became a member of the
National Domestic Preparedness Consortium and an integral part of the
U.S. Department of Justice Programs/Office for Domestic Preparedness (ODP)
to provide expertise and training to state and the local emergency
response community. Upon passage of the Homeland Security Act of 2002,
the Office for Domestic Preparedness was transferred to the Department
of Homeland Security from the U.S. Department of Justice Programs. In
2003, a number of grant programs and functions from other DHS components
were consolidated with ODP under a new DHS agency, the Office of State
and Local Government Coordination and Preparedness (SLGCP). In 2005,
SLGCP was incorporated under the Preparedness Directorate as the Office
of Grants and Training (G&T). The National Domestic Preparedness
Consortium is a partnership of several nationally recognized public
universities, G&T, and DOE that brings together a singular, coordinated
and integrated training program.
NSTec’s Counter Terrorism Operations Support division oversees
the training and prepares emergency first response agencies to respond
to possible terrorist use of Weapons of Mass Destruction (WMD). Training
courses and exercises enable first responders, law enforcement, and
military personnel to work side by side with science and intelligence
professionals.
The G&T is the principal component of the Department of Homeland
Security responsible for preparing the United States for acts of
terrorism. In carrying out its mission, G&T is the primary office
responsible for providing training, funding the purchase of equipment,
supporting the planning and execution of exercises, and providing
technical assistance and other support to assist states and local
jurisdictions to prevent, plan for, and respond to acts of terrorism.
